I would expect the entire "People" list in the database to be alpha by last name (they are), and then alpha by first name. For example, I would expect Sue Smith to some after John Smith. That may or may not be the case.
When I add candidates to a project, I would expect the list to be alpha by last name until I sort it differently.
If I pull up all the Johnsons in my database, I would then expect them to be alpha by first name.
