Confidential project rules:

1. only people invited to the search can see it (clients and firm users)
2. only people invited to the search can search for it (clients and firm users)
3. candidates on the project have a project list of Confidential/confidential in the project tab for their person and candidate records.
4. notes listed as confidential – only users on the project see the notes in the people/candidate records;
